The context of consulting assignments is at least as important as the technical details - and that context is ALWAYS conservative. So, no matter how well you have planned your research and presentations, and no matter how well you have lined up support for your conclusions, there will always be resistance. After all, the status-quo is acceptable for all clients. They have muddled along with the same procedures, the same expenditures, the same clients, the same personnel, the same space, the same equipment, etc. All research, review, evaluation, study, will threaten someone. The inherent conservatism of organizations makes change unlikely, and recommendations that propose change unacceptable. My experience with the Army presents two examples. |
